ESOS – the Energy Savings Opportunities Scheme – is mandatory for large businesses and third sector organisations with over 250 employees and/or a turnover of more than 50 million Euros and/or a balance sheet of over 43 million Euros.  See official government guidance:

Like many charities, we didn't much want to have to spend our resources on an ESOS assessment but Clare Carden not only made us compliant but provided us with a raft of practical solutions to reduce our energy consumption in her clear, detailed report.
